    Introduction:

    Since 2001, the African Capacity Building Foundation (ACBF) has been supporting capacity development in Djibouti, with a view to improving governance, transparency and accountability in the management of public resources in particular.

    Project Description:

    The overall goal of the of the second phase of “Projet de Renforcement des Capacités de la Chambre des Comptes et de Discipline Budgétairede la République de Djibouti” was to improve governance through the development and operation of transparent and accountable institutions. Specifically, while consolidating the progress achieved under the first phase in terms of control of the compliance to existing regulations and procedures, the objectives of the second phase of the CCDB project were: (a) to strengthen the institutional capacity of the CCDB so as to consolidate the gains obtained during Phase 1; (b) to strengthen the human capacity of the CCDB to enable it to meet new demands stemming from the evolution of its mandate, status, and environment.

The recognition of ACBF as the African Union’s Specialized Agency for Capacity Development launches the beginning of a new era for capacity building by ACBF, which will require an appropriate level of political commitment and financial support from all stakeholders.
