HIGH LEVEL FORUM (HLF) ENHANCING ACCESS TO AND ABSORPTION OF DEVELOPMENT RESOURCES IN AFRICA

Africa has its vision and development goals clearly defined in its Agenda 2063 and the Sustainable Development Goals. Countries too have national development plans that reflect the socio-economic needs of their people. However, mobilizing resources to support implementation of these development frameworks remains a challenge. Linked to this, has been the limited resource absorptive capacity which has been recognized as affecting the implementation and effectiveness of various development projects and programs in Africa. Though its acuteness might differ across countries and sub-regions, absorptive capacity remains a persistent challenge that is hindering further mobilization of resources. The objective of this High Level Panel is to exchange experience and knowledge on sources of financing available to Africa for funding development programmes and the good practices on utilization and absorption of development resources.

2017 ACR: FINANCING SCIENCE, TECHNOLOGY AND INNOVATION (STI) FOR AFRICA’S INCLUSIVE AND SUSTAINABLE SOCIOECONOMIC TRANSFORMATION

African countries have come to the conclusion – supported by the findings of the ACBF Africa Capacity Report 2017 – that the continent must build up its Science, Technology and Innovation capacity in order to make demonstrable progress in achieving the objectives of Agenda 2063 and the Sustainable Development Goals. Even though two-thirds of African countries have Science, Technology and Innovation policies and strategies, their capacity to implement them remains very low. Key among the challenges is the lack of sustainable financing systems for Science, Technology and Innovation. The main objectives of this Panel are to (1) share experiences and practices on the use of Science, Technology and Innovation for socio-economic transformation and innovative ways of financing STI; and (2) develop partnerships and commitments on mobilizing resources for building capacities in Science, Technology and Innovation in Africa.

Information for participants

All participants are requested to take note of the information provided in this document and are urged totake necessary action in preparing for travel to Ghana and during their stay.

ARRIVAL
Upon their arrival at the Kotoka International Airport, guests will be welcomed by a team from the State Protocol Services of Ghana, responsible for facilitating the usual formalities.

TRANSPORT
The State Protocol Services of Ghana will provide complimentary airport transfers. Delegates are requested to confirm their itineraries in advance to enable airport shuttle arrangements.

ACCOMMODATION
Guests will cover their own accommodation expenses. However, the Foundation is ready to facilitate the booking of rooms, at the request of delegates, at the Mövenpick Ambassador Hotel Accra, which is also the Conference venue.

REGISTRATION
The Registration of delegates will be done on Sept 3, 2017 from 08:00am – 18:00pm at the Mövenpick Ambassador Hotel. A copy of the Registration Form is attached and can be filled before your arrival in Accra. A scanned copy can also be sent to the Conference’s Technical Secretariat, at the following addresses:
board@acbf-pact.org or m.kadurira@acbf-pact.org or submitted at the conference venue.

BADGES
The name badges will be placed in the Conference kit and made available to delegates at Mövenpick Ambassador Hotel

PROGRAM OF ACTIVITIES
Details of daily activities will be communicated separately to the delegates.

SECRETARIAT
A secretariat will be set up at the Mövenpick Ambassador Hotel throughout the sessions.

INTERNET
Wireless connection (WiFi) is available in the hotel rooms, public areas of the hotel and at the conference center.

INTERPRETATION
Simultaneous interpretation in English/ French will be provided for all sessions.

DOCUMENTS AND MATERIALS
These will be forwarded separately to delegates and other participants.

LUNCHES
Lunch will be offered at the venue on 4 Sept and 5 Sept 2017 only.

FLIGHT BOOKING CONFIRMATION
Guests who wish to do so are requested to submit their air ticket to the State Protocol Service team, upon arrival, for confirmation of their return.

VISA FORMALITIES
A valid passport and visa are required for non ECOWAS countries’ citizens to enter Ghana. Delegates with a Ghanaian embassy in their country are advised to apply for their visas before travel. Alternatively a visa on arrival will be issued to delegates without a Ghanaian embassy in their country and upon presentation of their invitation letter.

HEALTH
A valid Yellow fever vaccination certificate is required for all travelers to Ghana.

GENERAL INFORMATION ON THE CONFERENCE ENVIRONMENT

Ghana- Overview
Accra has been Ghana’s capital since 1877 and has remained the political and economic capital. The country has 10 regions with 216 districts. Ghana is largely marketbased and depends heavily on the agricultural sector dominated by individual growers. In 2015, the country’s population was estimated at 27.41 million people. The countries bordering Ghana are Côte d’Ivoire, Togo and Burkina Faso.

Language
English is the official language of Ghana. Other ethnic languages include Akan, Guan, Ga and Ewe. Accra local phrases include the following (phonetically written for easy pronunciation):
• Akwaaba - Welcome!
• Meh daasay – Thanks!
• Ete sen - How are you?
• Eh ye - I’m fine.
• Na wo so eh - And you, how are you?

Time zone
Standard time zone is (GMT/ UTC + 0000hrs). No GMT/ UTC offset.
Electricity supply
The standard voltage in Ghana is 220 volts AC, 50Hz. All electrical equipment that normally use a different voltage must either have dual voltage compatibility (most modern razors and other small travel tools are equipped with such) or be used with a transformer. In Ghana the power sockets are of type D and G. Adapters for electrical equipment are readily available in Ghana.

Currency
Ghana currency is the Ghana Cedi (GH₵). The exchange rate is 1 dollar to 4.35 GH₵. International credit cards are generally accepted by most hotels, shopping centers and restaurant in Ghana.

Climate
Climate in Ghana is tropical but temperatures vary with seasons. Currently, the average daily temperature is 29°C.
