The Institute of Policy Analysis and Research (IPAR) Rwanda is an independent think tank organization established in May 2008. As one of the partners in Rwanda benefiting from the Multi-Sector Capacity Building Program with support from ACBF, IPAR has now become one of the few think tanks known in Rwanda and the only independent institution involved in policy analysis and research and capacity building. The support of ACBF enabled IPAR to build capacity in many ways: in response to a growing demand for its services, the growth in scope and wider client base as the only independent think tank as well as the critical role IPAR can play in the context of Rwanda’s economic development.
Project Description:The project goal is to contribute to improved economic performance of Rwanda in achieving the development objectives defined in the Vision 2020 of the country. The project objectives are (i) to enhance the human and institutional capacity of IPAR for conducting relevant research studies to inform policy making processes and (ii) to improve capabilities of state and non-state actors in policy analysis and management.The project components are: (i) Strengthening Capacity for Research, focused on building the research capacity of IPAR; (ii) Enhancing Capacity for Public Dialogue and (iii) Human Capacity Building to enhance capacity building of IPAR and other thinktanks. As a result of this project, the expected outcomes are increased influence of IPAR in policy research and analysis and significant contribution of local expertise to public policy formulation through quality research and analysis.
