The African Capacity Building Foundation (ACBF) is proud to announce the appointment of its former Executive Secretary, Dr. Frannie Léautier, as the First Vice-President and Chief Operating Officer of the African Development Bank Group.

Dr. Frannie Leautier dubbed ‘Africa’s Queen of Development,’ led the Foundation as Executive Secretary from 1 July 2009 to 30 November 2013. As Executive Secretary, she decisively contributed to raising the profile of the Foundation.

The African Development Bank is a founding member of ACBF and a great support for capacity development in Africa. ACBF has no doubt that Dr. Léautier will make an outstanding contribution to the Bank Group’s development goals as articulated in the High Fives.

ACBF cherishes its partnership with the African Development Bank Group, Africa’s first development financing institution, and remains committed to supporting its operations across the Continent by building capacity to address implementation challenges in its regional member countries.

ACBF congratulates Dr. Léautier and wishes her well in her new endeavor

The recognition of ACBF as the African Union’s Specialized Agency for Capacity Development launches the beginning of a new era for capacity building by ACBF, which will require an appropriate level of political commitment and financial support from all stakeholders.

The remarkable achievements ACBF has registered over the past 26 years is not by accident in our opinion. They have come through hard work, dedication, commitment, purposeful leadership, support from the member countries as well as productive partnership building.

Africa needs ACBF as much, probably more now, than at the time it was created in 1991.

Ghana’s partnership with ACBF is a tremendous blessing for us and therefore the opportunity for Ghana to host the 26th ACBF Board of Governors Meeting is something that we treasure.
